Liberals are the majority, but they do not know who anyone is. Fascists know each other and know Hitler. Hitler only knows the Fascists in 5–6 player games.
Each round the President (rotating clockwise) points at a player to nominate them Chancellor. Everyone slams a JA! or NEIN ballot; they flip together. A strict majority elects the government.
Legislation: the President draws three policies, discards one, and slides two to the Chancellor, who discards one and enacts the other.
Fascist powers unlock as Fascist policies land: peek, investigate, special election, execution. After five Fascist policies the Chancellor may propose a veto.
Liberals win with five Liberal policies or by executing Hitler. Fascists win with six Fascist policies, or by electing Hitler Chancellor after three Fascist policies.
Three failed elections in a row enact the top policy automatically.
